Being part of the indigenous military population, chaplains uniquely participate in ministry with and missions through the military. Especially in the case of deployed troops, chaplains are with the military community in ways that preclude the local church or the military para-church ministry from being able to do so.
There is already in place an informal network of chaplains known to and through the masses of military members and families, assigned to installations scattered across the US and world.
